have important breaking news. nbc news is reporting u.s. officials say their worst fears have been confirmed the syrian military has loaded chemical weapons inside bombs. nbc says those same officials say bashar al assad's forces are awaiting final order to use those loaded missiles against syria's own people. this video posted online, which we can't independently verify, purports to show syrian missiles that have been modified to carry chemical and biological weapons. obviously, this is a sober development in a situation that seems to be getting worse by the day. pentagon correspondent barbara starr joins me along with cnn contributor and former cia officer bob baer and on the phone fran townsend. barbara, i know you're working to confirm this nbc report. how much would this change the situation? if u.s. military is going to act to prevent assad from gassing his own people, it would seem, if they loaded this stuff into weapons, the time to do it would be at hand. >> right now i can tell you, anderson, if this turns out to be true, even if not, the u.s. military, the cia in a full-

this morning. it's a big development in the fight against syria and a new level of u.s. involvement. we just learned within the past few hours the defense secretary leon panetta signed an order sending two patriot missile batteries to turkey. that's to assist that nation in defending against any pollible military action by syria. this move was expected as the civil war in syria destabilizes the assad regime with each passing day. in addition to this, 400 u.s. troops are going to turkey. they will be deployed to operate the missile batteries. cnn's nick payton walsh has the development. >> reporter: good morning. 400 personnel will be accompanying the batteries. let me give you history. over the past two months, we saw sporadic exchanges of fire across the border. syrian military firing into turkey causing often destruction and death. turkey often responding. that brought about this request to nato for patriot missile batteries. they're supposed to be there. this particular type better at taking out missiles in the sky rather than taking down aircraft. but this move part of a nato response. a

's a shortened trading session for christmas eve. u.s. equity markets will close at 1:00 p.m. eastern time. bond currency and commodity trading they're going to end early. in japan, indonesia, the philippines, they were all closed in europe. only the uk, french, dutch and spanish stock markets are open and they're going to be closing early. there are now only five trading sessions left in 2012. get your act together. stocks and bonds, solid gains so far this year. the dow has advanced 8% in total. the s&p 500 up almost 14%. the nasdaq has jumped 16%. it's been a good year. the end of the year also means we are just days away from the fiscal cliff, however, and that's the bad news. and looming tax hikes, spending cuts, all of that. both sides warning a very big deal becoming a bit more unlikely. >> and my one bit of advice to speaker boehner is this. you cannot pass a bill with just republicans. on a broad thing like this, you need both. and he has put himself with plan b and sort of an impossible position. he has to get these hard right goes to go along with him. and he and the president were go

business correspondent for "u.s. news & world report." i want to ask you about the tax increase if there is no deal and tax rates rise, when would workers begin to see that reflekr reflected in their paychecks? when does the pain start? >> this is not one tax hike. this is about nine different sets of taxes. and the one that would go up right away is the payroll tax. that was cut temporarily in 2 009, cut by two percentage points and will go back up by two percentage points and that would come out of workers' paychecks right off the bat. it would add up to something like $60, $70 a month for the typical worker. we hear about all the tax rates that are going up, that actually wouldn't involve money that is in people's pockets until they actually pay their taxes or do their tax returns the following year. because that's when they would have to calculate the amount they owe and whether they paid enough taxes in 2013. so the good and bad news about that is that is not going to affect people right away, but that also means they can put that one off for a long time and we could go --
